About the Position

Washington State Community College invites applications and nominations for the position of Vice President of Organizational Effectiveness.

The Vice President of Organizational Effectiveness (VPOE) will provide leadership and direction in innovation, planning, policy development, operations, governance and compliance. The VPOE will manage Human Resources (HR), Physical Plant and Facilities, Technology, Contracted and Auxiliary Services. This includes talent acquisition and management; employee engagement; benefits administration, classification and compensation; HR administration, professional development, and performance management systems; and employee relations. The VPOE is responsible for the administration of contracts between the College and external entities.

Qualified candidates must hold a minimum of a Master’s degree in a business- related field from a regionally or nationally accredited institution and have a minimum of six years of experience in an executive leadership position. The ideal candidate will have a skill set that includes strength in governance and compliance, budgeting, operating efficiencies, forecasting, and strategic planning. Experience in higher education is preferred.

Essential Responsibilities
  • HUMAN CAPITAL TALENT ACQUISITION & RETENTION: The VPOE will support the mission, vision, and strategic goals of the College and work closely with the President and administration on policy and personnel matters. The VPOE will provide strategic direction on the development of effective staffing, training, compensation, and benefit programs that support the College’s mission and vision. The VPOE will train and consult supervisors regarding employee relations, evaluation, resolution of employee performance and conduct issues, and other employee-related needs. The VPOE will support employee and leadership development by providing training opportunities.
  • LEADERSHIP: The VPOE supervises and evaluates the performance of department heads for assigned areas including the Director of Facilities, Information Technology, Human Resources, and contractors. The VPOE will supervise Human Resources staff to ensure compliance with all laws affecting employees/employment including, but not limited to, the Americans with Disabilities Act, the Fair Labor Standards Act, the Equal Pay Act, the Family and Medical Leave Act, Title VII of the Civil Rights Act, Immigration Reform and Control Act, and college policies; and support HR in providing a cost-effective benefits program for college employees. The VPOE will supervise the Director of Facilities and support building and capital construction projects, funding, improving efficiencies, compliance, and reporting related to safety. The VPOE will supervise the information technology staff to provide secure technology services, institutional research and reports, application development, and process improvement strategies. The VPOE serves on community, state, and College committees.
  • OPERATIONS AND COMPLIANCE: The VPOE develops, reviews, and administers contracts between the College and external entities. The VPOE advises the President on operational matters and manages the development and execution of contracts, agreements, and special projects. The VPOE assists in the development and execution of the College’s strategic plan, including professional development of employees and successful planning to ensure the College achieves its mission, vision, and goals.
Qualifications
  • Minimum of a Master’s degree in a business-related field, MBA preferred, from a regionally or nationally accredited institution recognized by the U.S. Department of Education or the Council for Higher Education Accreditation.
  • Minimum of six years of executive leadership experience.
  • Skill set to include strength in governance and compliance, budgeting, operating efficiencies forecasting and strategic planning. Experience in higher education preferred.
